You asked about pushes, not about overrrall careers. His original push was a massive failute. He got pushed harder than any wrestler in WWE history and still never drew a dime. I wasn´t until they pulled the plug and tried something else that it began to stick.
To this day the baby face Roman push is the biggest failure in WWE history.

But the reality is that now that he's had such a good heel run, he'll most likely be able to have a really good babyface run on top of it (if it's booked correctly, big if there)

I liked it because it was one of the few times WWE got behind some guy that wasn't one of their golden boys so it was fresh at least, same reason I liked Sheamus. By this time I was just so sick of Randy Orton and John Cena

The "It" factor is a genuine connection with the fans, and even though he had charisma, he didnt have "it"

However, lets never forget that WWE creative regularly and typically doesnt support its talent with good story lines and direction, they typically hold all talent down from being truly interesting.

WWE creative have an average of about 3.8/10 on all character and intrigue/excitement development.
Most of the really good shit is accidentally stepped in, and carried by a talent ignoring Creative and going his own way to carry entire story lines (bryan, zayn, etc)

Truth. Babyface Roman was a colossal waste of time. He had like what 4 or 5 WrestleMania main events, multiple matches with Brock, went over Carder at Mania, Cena, a Royal Rumble. If they had just turned him heel as soon as they knew he was never going to be accepted and just let him be him. During Roman's babyface push Vince could have got over 1 or 2 other big guys over as babyfaces instead. They may not be in the position they're in now with nobody credible enough close to Brock's level.

They are actively bad at handling talent.
A royal rumble win and title reigns dont mean Dick without proper build, making the fans wait, and general proper story telling

Yes, sometimes. Typically when they literally did it themselves with zero help from creative, and actively fought creative themselves.

We can Not underestimate how consistently bad WWE story telling, and character development is.

He did fine in his initial run until they didn´t pull the trigger on him in WM27. He was then drafted to Raw where there was no room in the main scene for anyone not named Cena or The Nexus.
When they finally pulled the trigger on him it was during the summer of Punk, and he ended up being just a transitional champion.
Once he returned to smackdown they made him "Mr Ice Cold feuds" Sheamus´ personal jobber and when he finally won the WHC it was on feud with the fucking big show whom is another wrestler who turns all feuds ice cold. Nor the mention they inexplicable turned him babyface.

His second run started good. Not only did he build a lot of good will in AAA and Lucha Underground. He went over JOHN CENA CLEAN... but then the stupid MexAmarica shit happened and he got ice cold again to the point he jobbed to Kalisto and was thrown into the League of Roman´s personal Jobbers, and that´s the point he could not be salvaged anymore.

Nah vince just didn't have a clue. When he wants to get someone over as a babyface he just makes them the same old cringe fat girl kissin baby loving face who foils the heel. Which rarely works. As soon as he gives them an edge or let's them be themselves it's more more genuine and people can tell its not micromanaged crap

Not really, heels are alot easier to work with because it's very easy to do heel shit for a pop. Getting a babyface over is incredibly hard because you're limited as the good guy, Roman didn't get good until he had that heel freedom.
and WWE is pretty shit when it comes to booking/creating babyfaces regardless of babyface limitations.

I don't think he's the biggest failure in terms of overpushed talent as that would be >>8969375, but I would blame the booking first and foremost. He was genuinely getting over as a heel, as he was consistently getting boos all throughout his first year, his entrance was unique, Ricardo was a brilliant punching bag, the armbreaker was always sold well, and he was versatile enough to do the silly funny segment you'd expect from that era of WWE. But then they turned him babyface for some reason. There was no real angle or gradual change from the crowd's perspective, it just sorta happened. But what really killed his run was the absolutely abysmal smackdown feuds with the most heatless "main event" that you could imagine. Between him, Sheamus, Big Show, and Orton, it was soul-suckingly inconsequential, with terrible promos all around, and they just didn't stop with that bullshit. 2012 Smackdown really was an abyss. And then they took away Ricardo. From then and on it was only a matter of time. They didn't bother with giving him more character moments, or even changing aspects of his character. I had some hope reserved for when he beat Cena clean, but even that unfortunately had nothing else to it other than shock value.

I thought he was pretty good. He just works better as a heel and should probably always have a lackey with him. Also I never really saw him as being the guy or even the second guy. He always struck me as a heel that should be upper mid and then main event when they need him. So kind of more a less what they did with him actually made plenty of sense to me.

It was honestly all good, and that sort of shit is perfect for the upper-midcard. It was even based when he finally won the title against the big show. His problem is just that he was in the main-event too much when he's the sort of guy who should alternate between the main-event and the midcard.

Not just WWE, Pro Wrestling history.
I don't think there has been a face of a company pushed so hard despite constant failure and massive visible consistent fan rejection.
