Assuming this is during his brief WCW run.... the blue blood gimmick with Regal was actually good and lead to the original HHH persona. That era of WCW had Harlem Heat, Nasty Boys, Roma/Orndorff team, and American Males. I probably would have left him with Regal, kept them together longer, and put them in the world tag title picture.
It worked out pretty well for Levesque though so not sure what really couldn't have made his career any better.
