Because I know Gunther is featured on SmackDown every single week. I know he won't randomly disappear and get replaced by another wrestler who we know nothing about. I know there's an overarching story of being a dominant champion at display. I have become invested in his character and the story won't just cease to exist.
almost every wrestler that appears on Raw or Smackdown seems to be in a storyline, whether that's a one minute appearance by Chelsea Green or a backstage segment with Otis. There is progression and everyone serves a purpose. I no longer feel disappointed that Gable is taking Ls every week because I feel confident that they have a plan for him and he'll find his footing, and that's a testament to storyline continuity.
booking under HHH seems to take influence from the best part of the Attitude Era. Vince Russo was a nut with a bunch of crazy ideas that needed filtered but, in both WWF and WCW, he was usually really good about making sure everyone had something going on. Even if it was minor, there would be little mini-feuds or character traits. Like APA wouldn't always be in a feud or a match but they could use their nightly poker game to set up matches. wrestling in general would do well to start this, every character should have something, a feud, a goal, a story....it can be small like the MMM wanting to recruit Otis but it should be something.
