WWE is heavily story-oriented and character driven, so justified overexposure just establishes newer guys like Gunther as bigger stars and in turn draws.
AEW is heavily match driven, so overexposure results in the same guys fighting over and over again in limbo. The flaw in this system is that since wrestling is really just another TV show that needs characters and a story to draw viewers, trying to swap out those overused stars with newer guys just ends up causing viewers to tune out, which is why Tony created a loop of hotshotting new wrestlers every week so ratings would consistently go up in this inherently flawed system. This system is exactly why AEW, now that they don't have any more surprise free agents, are failing.
