Just do what WWE did; be complete unwatchable slop for over a decade, give the belt to the most uninteresting champion in years and let him hold it for over 2 years straight, then have someone actually look like they’ll beat him.
Everyone will be so happy to see the heel lose that they’ll confuse that with good storytelling or excitement.
