Bring back Punk. I don't like him but he's by far the only real draw they had.
Get rid of Blackpool Combat Club. It was always a stupid name. Moxley, Danielson, Claudio, etc. can still team up.
Establish a real top babyface and a real top heel. This will take time.
Get the belt off MJF. He doesn't need it and he's JBL tier now. Honestly I think he's ruined completely after all obvious fake turns and shitty one trick pony promos and being off TV. Let him go to WWE.

Grudge matches can have "no time limit there must be a winner" stipulations

Make the TNT exclusive to Rampage
Make the TBS title exclusive to Dynamite
Treat them like TV titles with 10 minute defenses

Have like your top dozen guys signed to exclusive contracts
Your midcard shuffles between dynamite and rampage
Someone like action andretti and hook should should be signed to developmental ROH deal s where they still take indie bookings for experience instead if getting national tv time
