It's too late. He was over as a Heel. Then he was the Heel everyone wanted to turn face. Now the former seems tried and the latter seems like the ship has sailed so he's in this weird zone where despite getting monstrous receptions months prior he's getting less and less response to the point of crickets. Its' the same weird zone Chris Jericho was in in early 2002. It was insane to see how UN over Jericho was in any way shape or form at that point where he'd been over like rover as both a face and heel prior to that previously. But he found himself stuck in a dead zone of heat. That's where MJF is presently. Which means he should probably drop the title. And just sort of drift the rest of the year and hope that when he goes to WWE in 2024 the fans treat it like they did Cody.

Him being too small wasn't a problem at all before. And his promos...yeah they were pretty great fo ra while. but they've gotten so repetitive and cliche at this point I'll give you that. I don't think he needs the whole Virgil type side angle to help him at all really. If anything they dropped the ball with Wardlow. But 99% of the time the Virgil angle is hot as fuck the moment said Virgil fights back against Debiase but as soon as that feud is over said Virgil just wanders around, does fuck all and isn't over at all within a few months.
