We are non ironically in the boom period right now. WWE is making record money 3-5 days a week and overall. Number of fans or viewers and even quality is not what’s important to a boom, money is. I hate modern wwe it’s so dreadfully boring, but it’s the best drawing wrestling of all time by a near unfair margin.

Arena, not a stadium. The stadium in Philly would've been Veteran's Stadium at that time, which had baseball & football and held 2.5 - 3x more people. Now it's Lincoln Financial Field (ew), where Mania 40 will be.
