In Japan masks have always been worn and it's usually because you don't want to give someone your cold or because you didn't have time to do your make up. Just common courtesy. Sad if you get offended by someone being considerate. Masks are still mandatory on the developed world on public transport and in medical buildings like pharmacies and hospitals.
