Right now, I'd rank him right under the Showa greats and Tanahashi. Below Choshu but above Fujinami (who I think is very similar to Okada in that he was an in-ring machine but ultimately lost out to Choshu's charisma).

Top 10 all time Japanese wrestler right now and he could stack 10 more great years on top of his career.

I think his legacy will be hurt a fair bit if he doesn't do something with his character. He feels like Hogan in 1995 at this point, he doesn't have the inherent babyface energy of the great aces of the past (Inoki, Kobashi, Tana) but they've only recently started hinting at more heelish energy from him with his interactions with Kaito. If he's still the same babyface five years from now in the same position on the card I think you could start seeing people talk about him the way people were talking about YOH last year; if they give him a heel turn or do something to revitalize his character I could see it doing as much for his legacy as the NWO storyline did for Hogan's. Hopefully as we see more Young Lions coming up and more people that can be face champions emerge they do something drastic; another face Okada winning a G1 would be fucking deflating at this point.

But I wouldn't consider his legacy at risk regardless. Purely from an in-ring standpoint, he's been incredible. And he wouldn't be the first guy to stick with the vanilla ace thing forever.

Yeah but he doesn't pull it off like the great aces of the past, even down to his heelish nickname "the rainmaker" he just feels wrong as the heroic ace they've been keeping him as for so long. I think there was a fair amount of backlash to him beating Ospreay in the G1 at least among western fans (I don't have a good gauge for Japanese fans) but I think another five years of him playing this role that he clearly isn't inherently suited for the way Kobashi or Tanahashi could lead to a big shift in perception if he doesn't revitalize himself.

Short answer: timing

Long answer: The downturn from Inoki-ism made for a really depressing era. A lot of people thought NJPW was dead. A lot of people thought wrestling was dead in Japan.
Tanahashi was the perfect guy at the perfect time. His positive attitude made people feel hope again and he breathed life back into NJPW, and really the Japanese wrestling business as a while with the force of his authentic personality.

He's gotten 10x the push of anyone else in New Japan to still only be half as popular as Naito and Tanahashi. Pales in comparison to true superstars of the past like Mutoh and Hashimoto or Inoki, but that's not really his fault, no wrestler post-90s is ever gonna become a figure in broader Japanese pop-culture like they were.

That being said, he's easily a 1st ballot Hall of Famer imo.
