Why do people consider him a Face when he was primary a neutral character for the length of his career, if not at times straight up evil?

That's not what indicates whether someone's a face or a heel.

It's about who the fans get behind, and who the bookers choose to frame sympathetically. By both those standards, no matter how much bad shit he did, Undertaker was a face for the vast majority of his career.

And it's not like he was the first guy to start off as a heel, but was too cool to stay bad, so he became a face. That's been a staple of sports and stories since time immemorial.
