Hunter hates Jericho because he saw him as a direct threat to his rise to the top of the card in 1999-2001, combined with the fact that a slut shaming one liner Jericho ad libbed in a promo against Stephanie became a meme, which in turn led to Vince putting into law that no one was allowed to ever call Stephanie a slut or accuse her of cheating on Hunter after Jericho left for the first time.
Vince DOES like Jericho, which is why Jericho was allowed to come and go as he pleases. Hunter meanwhile retains his general hate boner for Jericho, going so far as to poison Kevin Owens against Jericho during their partnership, which was the final straw that made Jericho bail on the WWE for good.
Publicly, Jericho has downplayed the blood feud hate he has for Hunter for political reasons, since going back to the WWE means dealing with Hunter's bullshit. It's probably one of the reasons why Jericho is so gung ho about AEW and staying there; as he doesn't have to deal with Hunter backstabbing him every chance he can along with it being the perfect revenge against Hunter since I'm sure destroying NXT in the ratings and causing Hunter to lose face in Vince's eyes brought a smile to Jericho's heart.
