It was only after 2003, when steve returned to wwe and Rock went away seemingly-permanently in 2004-05 that wwe decided to push austin as a bigger star than Rock.
WWE started phasing Rock out and had almost no merch of him during that time.

Literally just doing a Luger/Bret finish at the Rumble with Rock and Y2J would have fixed those issues. Rock was always going over, and since it would be a triple threat HHH can eat the pinfall without Jericho losing any steam. This would have also worked much better than the McMahon in every corner bullshit.

Stone Cold is the biggest merch seller of all time and it isn't even close. Also merch sales don't even really matter because some wrestlers are objectively more marketable in that aspect hence why Alexa fucking Bliss makes bank on a stupid gay doll. PPV buys and ratings matter the most, and those were both highest when Austin was the top guy.
