It's based on V2 version of the Heavyweight title. The current Heavyweight just looks like it was ripped from Power Rangers and designed to sell toys.
I definitely think they made it with Ibushi in mind. It was going to be a belt representative of his era, He was going to be the dominant ace, until he got injured, freaked out and left. It fit him, but everyone else not so much.

Yes, because it was. Bushiroad is a toy company. The direction New Japan has taken under their ownership has been following the tropes of Shounen manga/anime and tokusatsu shows. It's basic children's entertainment, which is why it now appeals to autistic people like Dave and his readers. That's also why it's so repetitive.
