OC has some sort of ironic shtick to it. He's like a memeable character out of a classic 80s movie.
Naito is just genuinely an asshole that pisses other people off for fun. There's a decent amount of layers to his character on top of that, too, such as him constantly feeling like management is fucking him over, or him letting his true feelings shine through his "cool" farce.
Also, Naito does great promos. Does OC promo at all?
