Pretty much this, Austin would have become a parody if he stuck around to the PG era. Taker's gimmick survived cause he was originally conceived under the cartoonish "Golden Era" and could make the transition without making sacrifices to the Deadman gimmick (Sorry Big Evil).

Austin and Rock had god status in part because they left. Both of them were wearing thin in 2002 with their face characters and wrestling in general changing.

Austin did go through a Heel run, but it was botched hard. Most people never talk about it, fans just were not willing to boo the Austin. It did create some amusing moments where fans would leap out of their seats to cheer when they heard the glass but when the altered guitars came on, awkwardly boo out of courtesy. Too many injuries piling up didn't give them the time to try and salvage it.

This isn't a dig at Austin from me, but I find it interesting how Hogan was willing to lose to Goldberg on a random nitro while Austin wasn't willing to do the same to Brock Lesnar on Raw... Albeit, Hogan outright lost the title to him, so the match was a title match, a bit different from a match that had nothing on the line like with Brock and Austin would've been.

That and Goldberg had been around for over 9 months already and was extremely over. Him getting to over Hogan and win the belt was a response to (and reward for) just how over he was.
When Brock was supposed to go over Austin, he was there for like 2 months and was NOT over, in fact the whole point was he'd be going over at Austin's expense in order to help get him over. Austin did the right thing by telling Vince to fuck off. He said it best himself, he's last in line, not first in line.

Hogan only agreed to pass out in Brock's bear hug under the assumption he was getting that win back. When Vince out-carnied Hogan and told him no, Hogan also walked and disappeared from TV from August until February 2003. This is all conveniently forgotten by those here with an anti-Austin agenda (who are all just Carter anyway).
