If Owen doesn't die, and Bret doesn't have his concussion and strokes, he's still not coming back to WWF/E until his contract with Turner's up. Vince didn't wanna have to give out all the payraises necessary to bring in the big names right away, and he wouldn't have treated Bret any different than he treated Hogan. Plus, by that point, Michaels had his comeback, and Bret was still years away from forgiving Shawn. That could cause it's own complications, but he could at least work Smackdown while Michaels worked Raw.

So there's a chance we still could've had Bret/Angle, Bret/Lesnar, Bret/Eddie, and even Bret/Cena. But even had everything gone right, it wouldn't have been smooth sailing gettin' there.

According to Bret's 2009 book he met with Vince after Owen's funeral. Among the things discussed was Bret's library of WWF matches and the possibility to either own the rights or dictate a "Best of Bret Hart" retrospective so his legacy wasn't turned into "The Montréal Screwjob" writ large.

While sitting on that bench by the side of a pond Vince proffered to Bret, paraphrasing to the best of my ability, "Why don't you come back and finish up your career with me? They don't know what to do with the Hitman in WCW."
