The backstage shit we don't see is far more interesting than what's being booked. There will never be a new Austin or someshit because the moment people feel the company is pushing them, they'll turn on them.
Most importantly, how the fuck are you going to draw a casuals in when there is WAY more shit to do than there was back then. Shit, the fact that wrestling survived this long and didn't go the way of roller derby is kind of nuts. But, it will never grow past this point.
There will be bumps, sure. But it'll fall back down and probably lower. I remember in 2016 thinking that RAW would never get below 2.3 (this is their lowest for Christma) and now a 1.8 is a "decent" rating.
