Jay had basically just gotten back from excursion and he betrayed CHAOS with Gedo (which was a hot angle) to "earn" his spot. And the whole time since coming back, he had been treated like a big deal. Also the stupid shit with Omega and the Elite was going on, so it made sense that OG Bullet Club would rally around someone new on account of Kenny being a literal faggot and eschewing his responsibility as leader in favor of playing grabass with his boyfriend.
Point being, there was an obvious void to be filled, and those two were obvious, sensible choices to fill it.
Finlay's just kind of been floundering around the heavyweight division for almost a decade. I had to look it up because I wasn't sure, I thought he had been around roughly as long as Jay, but he's actually been around since 2016. He's won the tag-titles once with Juice, which I remember, and he won the 6 man meme belts with fucking >Ricochet and Kojima (lmao). I thought he did pretty well last G1, but he's 100% been a lowcard job guy for most of his career. He also has no history with Bullet Club, having some nobody jobber just instantly be at the top of a stable is fucking baffling. That's not to say he should never be given a chance, but there needs to be some kind of buildup or big angle to facilitate it.
