The reality of his ratings is that they are just woefully inconsistent and more so reflective of Dave's life stage and personal feelings at the time. He's never made any kind of explanation as to how he objectively rates them. It's his feelings, but how he awards the stars based on his feelings has, I think, changed drastically over time.
I think if he re-rated older matches form his current perspective, they'd get higher grades. He seems to have mellowed somewhat, even on American sports entertainment style wrestling.
