As proof, the first Raw to beat Nitro in the ratings (and break the 83 week win streak) was on April 13, 1998, which was of course after WrestleMania 14, which was Shawn's last match in WWF until after the Attitude Era had ended (in 2002).

Hart and Austin were feuding throughout 1997 and never had a chance to end their feud. A rematch at WrestleMania 14, with Austin going over clean, would have made the most sense from a storyline perspective. Plus, Bret would have stuck around and been a major player, but also willing to put guys over, throughout the rest of the attitude era.
Shawn going to WCW would have caused the locker room to collapse even quicker than it eventually did.
