Anyone with eyes can see that. He was small, and worked small. Even at his peak, as popular he was, he would have never been a breakout star on the level of Hogan, Rock, or Austin. That high 3rd tier he's in isn't a bad spot to be in when speaking on the grand scheme of wrestling though
