Rock was more over than Austin in the later part of 99. The Austin heel turn was supposed to happen in 2000 not 2001 and it actually made sense then.

In 2001, fans missed Austin and was getting better reactions than The Rock at that point so the heel turn was stupid.

Yeah I was obsessed with WWF right up into that spring and I remember noticing the vibe change that summer and that things were starting to get a little old or stupid.
