I really don't know how wrestling storytelling is written or developed. In movies you either have a screenwriter pitching a project to be produced or you are hired to write a story based on a premise that could be good. In TV shows you act under a head writer who acts under the showrunner instructions so you have a clear indication of where the story should go. But what about wrestling? Are writers just there to pitch ideas? What does a booker supposed to do? Do wrestlers also have input in their characters? What about match producers or the head of the table such as Vince? I think that writing for wrestling would be hard.

WWE mainly hires tv writers. While creative writing is universal, depending on the medium there are differences, and wrestling has even more. The kind of people who like wrestling are unlikely to be a tv writer so the ones they end up getting just want to use WWE to pad their resume to do actual tv shows. As for talent scouts they had a bunch of good ones, namely Regal and Mark Henry, but I don't know who's doing that now

I think the booker consults the writers on some angles and specific things they want to book. The booker and writers work it out. They then consult the performer for input if that performer has some juice and the booker likes their input
