the Impact X NJPW card looks better than Forbidden Door despite lacking all the top guys desu, plus the Dynamite episodes leading to the PPV were pure filler

yes, actually.
Forbidden Door could have been great with better luck and better booking but ultimately it was "just" a good show. Impact has a lot less to work with and it booked a better card. God knows if they'll fuck it up, but on paper Impact did a better job
