Characters like Roman and Owens, particularly Roman, were the standing pieces that development moved around, and Jimmy/Solo were the additional interactivity to drive the development forward.
It also has a more creative resolution as opposed to the "guy wins world title". He failed to win the world title because the story is about himself, KO and the Usos, not really Roman personally.
