Actually Dr Sivana is Captain Marvel's (Shazam) Lex Luthor. Black Adam is more of Cap Marvel's General Zod or Shadow the Hedgehog. Still your point does stand. Having a Black Adam movie without Captain Marvel is like having a Shadow the Hedgehog movie without Sonic if that makes sense.
