Basically he views those women and Jade as the "stars" of his women's division, and Tony absolutely HATES "giving away" a match between stars, and worse, making one of his stars look weak by losing said match, so he will put off any "star vs star" match as long as possible. There is enough talent in the midcard/undercard of the men's division that this approach sort of works for the men (although it still leads to lots of issues with storyline pacing, momentum, etc.), but the women's division is much shallower than the men's so the problems with it are amplified.

it would only make the division look bad if she participated in it because she mogs them all so hard
this problem won't go away even after Kris breaks her streak, but she can still be booked to lose after that through various bullshit finishes and extenuating circumstances, like how Darby went over Samoa Joe once because of virtual cheating
