Because there are multiple planets; in common parlance we mean the Sun sign, which is the foundation of the personality, but the moon, venus, mars, pluto, etc. placements also matter. Phil probably has more placements in Scorpio in his natal chart than your friends do, and they may have placements in signs which produce markedly different behavior.

You probably also aren't very perceptive so you don't notice things they may be hiding or expressing subtly, as Scorpio (in the meaning of, has notable Scorpio energy) are fairly private people.

Phil has Sun, Mercury, Venus, Mars, and Uranus in Scorpio.
