The real answer is that he only showed up when he felt like it, never entered any tournaments, and never did any tours. He didn't give the audience a reason to care about him. Michael Elgin of all people was infintely more over because he actually put the effort in

The civil war storyline happened BECAUSE he joined bullet club you dipshit. He was the one causing dissension in the ranks and challenging Kenny’s authority. They did this because it was literally the only thing creative had for Cody. If Cody never goes to Japan, the civil war storyline doesn’t happen, plain and simple. Kenny also would’ve been able to feud as hebbyq champ with Naito or someone else instead of Cody forcing himself into not one but two title defenses

For me, I didn't like his aew booking. His storylines were weird and he put a ceiling on himself by saying he could never win the big belt. In wwe he is much easier to invest in because he can win the belt and his story arc is understandable.

He wasn’t wanted for tournaments, it’s not that he opted out. There’s a funny q&a he did while with ROH where he told the audience months ahead of time that he was going to be in the G1. Gedo then told him that the list wasn’t final, and said him that he wasn’t going to be invited to participate. Cody instead asked WrestleCircus to let him book a show during the G1 tour.
