The trios belts (in theory) were a vanity title set created explicitly for the Elite so they could make Adam Cole and friends job to them which Tony went along with SOLELY because he thought if he gave the Elite the trios belts, they'd stop burying FTR and let Tony give them a proper title reign.
And if they DID give the division to Punk/FTR, you have the following baggage:
1. Kenny and the Elites would have to job to FTR/Punk and do so on a regular basis (as far as telling Kenny/Bucks "you only exist now to get the shit kicked out of you by Punk/FTR on a weekly basis") purely to placate fans who would be pissed that the three (but especially FTR) were being put into a containment zone with belts NO ONE gave a fuck about, which already created a nightmare of PR when Tony put the ROH belts on FTR.
2.Jericho would have to have his air time cut in half if not taken away from him entirely, to make room for the "Punk/FTRverse" since he would refuse to allow himself or any of his henchmen to work with the three so you'd have to punish him/deny Jericho existence via keeping him and his goons off TV until they were willing to become FTR/Punk's jobbers once you break the Elite mentally and spiritually.
3. The trios division is dogshit and you'd basically have Punk/FTR beating scrubs and if you try and present that as main event stuff, ratings will collapse compared to if you put them on top with the world title and the tag titles.
