It doesn't help that Theory doesn't have something like the Foley feud to get him over as a dick heel. He feuded with a commentator... who fucking beat him clean. Vince is back, which might be good, because Vince acting as his mouthpiece was better than him out there on his own, but he needs to face either Orton or Jericho to really put him over.
Most of the "legends" are too washed-up and aren't going to give him a good match. I think Orton and Jericho would sell their asses off for him. Orton, because he was in a similar position and this kid is modeled after his push. Jericho, is smart enough to give him a bunch of segments and put him over. I guess, Rey would work as well.
