He was forced to join because he lost a stipulation match to Eddy, it made no sense for him to be the only one that refused to disband the group later and that got him into the Outsiders feud that's probably the single biggest mistake of his career. Why couldn't they just build up Legado as a new thing instead of pandering to hollow nostalgia for something that was a borderline parody comedy act back then?

But that's the whole point. If they don't put in effort to build anything new, what nostalgia can they exploit in the future? If New Japan hadn't pushed Bullet Club 10 years ago, they wouldn't be selling t-shirts to this day. The key factor of the success of the Attitude Era was being forced to build up new guys because the nostalgia acts just up and left.
