HHH has never been a draw, he just hung around with the actual draws (Austin, Rock, Vince, Foley, Cena etc).
In 98 he was the least over member of his own faction, even Xpac and Billy Gunn got bigger pops than he did.

He was never a draw, we have segment by segment QH from Raw in 1999 as proof. That was the only year where Rock Austin HHH Foley were all in the same roster as main eventers

Also, the highest episode of RAW was after King of the Ring 99 when Austin took on the Undertaker for the Championship. Paul's career is pure nepotism. The dude does have talent and he absolutely would have been the champion, but not to the degree he was. His marriage to Stephaine is everything.

Paul should have won at Summerslam, lost the six pack challenge to Jericho & won it back at Armageddon, only to lose to Rock at Wrestlemania with Foley doing the run-in. It was a huge waste of The Rock not to have him elevate guys like Benoit, Guerrero, Kane when he’s such a mega draw that anyone would get a huge rub from working with him

Summerslam was out of Austin's hands. Jessie didn't want to raise a heel's hand. I know the WWE likes to try and spin this as poor lil' Paul getting politicked, but Jessie was the guy who made the call. Austin had to go for surgery regardless, so they had to get the belt off of him. Also, Austin did the job at No Mercy.

Wrestling fans are oddly malicious towards their hobby. They're obsessed with hijacking shows and going on some sort of power-trip.
