WCW inherited all their top guys from Crockete or bought them from WWF.

This, it can't be overstated how WCW was really inept on finding someone to be their guy from 91-93, they admittedly had Sting, Simmons, Vader, and Luger tho

WWF had the unenviable task of having to build up whole new stars since so much of the 80s was built around Hogan and Warrior

Austin was really respected as a worker and in the top heel faction in WCW (Dangerous Alliance) and was definitely an upper midcard guy for most of his tenure there. I'd say moreso than Pillman at the time he was looked at as a talent that was being held back in WCW though as far as that next level. Particularly near the end of his time there when he was jobbing to Hogan's buddies like Hacksaw for the TV or US title, don't feel like looking.
WCW was pretty bad though as far as that, the people they had running the shows often either didn't understand the market and there more politics than most other places.

Sting admitted he never spoke up about the stupid ending because he was loaded all the time and didn't give a shit about anything going on. The match was garbage even before the botched ending because Sting was fat and out of shape, which is why he was wearing the full body suit.

Austin was basically a main eventer within 2 years of wrestling in World Class. He was really good quickly and had one of the best feuds ever with Chris Adams as a rookie/sophomore.
