Back in the Ruthless Aggression era you had the craziest top guy tag teams on Raw and Smackdown.
Shawn and Cena vs Batista and Undertaker comes to mind.
Nowadays the only people allowed to team up for a tag team are pre-established stables and none of them are allowed to be top guys.
