If everyone refuses to work with him, there is no money to be made. And if TOny ignores the wil of his locker room leaders and the majority of the locker room itself, he will lose the respect/trust of locker room. And at that point you're into WCW territory of guys phoning it in and morale being dead and the ship actually starting to go down.
It would be management suicide for him to ignore the overwhelming will of his locker room and the leaders of it.
