Using Eddie Hearn datanomics, 25k pre-register equates to about 56k, also not including people outside of UK and Ireland who couldn't register.
I expect capacity to be about 75k, and I expect tickets sold to on those figures to maybe be 60-65k.
If they hit that target, Wembley was the right call as there is no other stadium in London that can hold that many people for a wrestling show other than Principality in Cardiff (that probably has an agreement with WWE) and Old Trafford (which isn't as desirable a place because of accomodation and getting there)
Even if it isn't a complete sell out I think the metrics still makes this a gamble worth taking
