If Rock/Roman happens at WM40, it'll only happen in one of two scenarios:
Either Reigns will drop both belts to Cody (or someone else) beforehand and there will be no belt on the line with Rock/Roman, or before WM40 they'll split the belts, Roman will job the WWE title to Cody (or someone else), then Roman will face Rock with the Universal title on the line

That wasn't some year long plan, fans turned on Batista and CM Punk bailed on the company, so they literally had nobody else to push.

More to the point, Roman holding the title for another year sounds godawful and they're not gonna be able to make Cody hotter than he was at 39.

If they wanted to do Rock vs. heel champ Reigns at Mania then it should have been done this year
Now their only choices are to have it as a non-title match (i.e. Reigns is no longer champ) whenever Rock is ready for it (whether at Mania or another PPV), or if they're doing it while Reigns is still champ then the match HAS to happen between now and next year's Rumble at the very latest regardless of who would win. If Rock wins the title then he faces Cody or whoever else wins the Rumble at Mania. And I don't see Rock even returning to wrestling within that period, much less dropping a title to someone at Mania (especially Cody)
People still want to see Rock, and I doubt a Wrestlemania live crowd would give him negative feedback at Wrestlemania 40 against Reigns. The problem is the optics, do you really want an old legend competing for the top prize at the 40th anniversary of the biggest show of the year, against the current top dominant heel? Sure dimes can still be drawn with Rock, but what message does that send to the rest of the roster?
