The graph isn’t a reflection of the champions drawing power bc it include average of every show rather than just show champion worked and was advertised for.
For example WWE had two touring crews on road in 1995. Diesel as champion worked the A shows at major arenas, and other crew worked B shows at smaller arenas. The graph you posted is average of all show rather than just Diesel’s.
