It eventually turned into something else as he interacted more with Roman. It turned into Sami possibly being the one to tear the Bloodline from the inside, and he'd have to answer to Roman for that.
The ultimate payoff should've been the title shot (win or lose), not the fucking tag titles. They shouldn't have rushed to end the storyline between the Rumble and WrestleMania, Sami should've betrayed Roman months after WrestleMania to give it more time and to make the dead post-WM period more interesting.
