I'm not the other anon who claimed Foley isn't a top tier worker, he absolutely was. One of my personal favorites, too. But Undertaker in the context of his gimmick is arguably the greatest worker ever. And he was always agile, imposing, and a good wrestler for his size. He was just paired with shitters more often than not. Big dummies who couldn't work. When paired with good workers he almost always had a good match. Do you think Bret Hart could have carried Heidenreich to a good match? I don't think so.
