Hangman was ALWAYS going to be a placeholder champion to hold the belt while Omega healed up. There was never any intention of having him drop the belt.

Ratings under Page were dire enough that Tony called an audible and put the belt on Punk; which doomed Kenny's ambitions to get the belt back.

Page would never of dropped the belt to MJF and probably would have forced a three way farce where MJF pinns a fall guy rather than put MJF over.
