2 minutes does feel a little excessive. This isn’t unique to HBK though. It was very frequent for his opponents to not tap right away. They would reach for the ropes and he would pull them back and often grapevine the leg and then they would tap. The extended it out for tension and drama.

Also Michaels has got to be one of the few, if not the only wrestler from the Super Cena era to have a positive win/loss ratio against him in singles matches. Michaels beat Cena 3 times, lost twice and had one no contest between 2005 and 2009. That's some grade A politicking right there.
