This was what Vince said to the writers, according to Seth Mates, former wwe writer. He had a now deleted blog about his time in wwe.

Writers thought the plan was to make rvd the first whc champ and build to a title vs title match against Brock. And Vince said no, there were no plans to unify the titles, there would be two titles for two titles moving forward. And they needed an established main eventers to establish the importance of the WHC title. And hhh was a heel so Vince didn't want him to win the belt "clean"

Pissed people off but there was logic to it.
