When the WHC was acquired, it was used for the upper midcard scene, sometimes for WWE champions to get out of the spotlight for a spell, and other times to showcase guys deemed unfit for the main title but up there.
The belts were split by brand because Smackdown was always the B show.
Now they don't use the WHC anymore because they have a midcard title for each brand, thus reducing a layer of complication.
