I think Hangman actually did apologize to him. Punk had some weird line about the apology needing to be as loud as the insult or w/e, rather than just saying he should have apologized. So I suspect Hangman apologized behind closed doors, then put Punk over clean and did his best to cover for punks embarrassing lack of athleticism, and then Punk still buried him. If so then you can see why the elite don't want to work with him. He can't be trusted to move on even if they are conciliatory.

I was half joking but if I had to guess Hangman apologized to him privately and Punk wanted him to do it publicly as well but Hangman refused to do so

Hogan didn't do shit in public at least. He was a master politicker and pissed a lot of people off but I don't think I've heard of fights breaking out with Hogan either. Difference between Punk and Hogan is that Hogan could back up being such a politicking asshole. He delivered for years as a megadraw, then reinvented himself to draw megadimes again. Punk was a positive for AEW, undeniably but not a huge one.
