So that when he jobbed them out, they would be seen under their shoot name as a jobber by outside wrestling promotions. Once he started pushing a guy, wwe just attaches some trademarked nickname to them, i.e. The Viper, The Man, The Knee That Beat Cena, Latino Heat, etc.
