Jericho was a way to move a belt from one actual draw to another. He was never the guy and never could be. The same people that swear he would have been a top guy like Rock or SCSA are the same people that push the narrative that Omega and the Bucks are draws. It has no relevance to actual ability of a wrestler or their legacy as it entirely depends on backstage politics and the decision making of said booker. He's admitted that his comeback in 04 was weak and that the Matt Hardy angle saved his career, it doesn't change the fact that he developed into a far more believable top heel than Jericho. If you're going to base your opinion on disappointing returns then you also have to accept that Jericho was the guy the put with Fandango, or curtain jerked with Money in the Bank ladder matches when he came back. In January 2006 with Edge as world champion, raw was doing a avg television rating of 4.25 with 5.34 million viewers, when cena won the belt it dropped to a rating of 3.9 the next month with viewership down 400,000. By December ratings when it was entirely DX getting all of the screentime it was down to 3.4. Now look at this, in 2007 they had fucking Donald Trump as the main attraction for the first 3 months of the year, during that period they did 5.36 million viewers however despite that the ratings on television were down by 0.35 from january 2006. This means even with donald trump's star power, with cena as world champion and triple h, shawn michaels main eventing frequently wwe only managed to gain 20,000 viewers in january with it peaking at a gain of 100,000 during march and the month of the benoit murders.
So yes WWE was declining hard, cena and whomever they had on top weren't draws.

If you were there at the time and you had that late 90's mindset Jericho was particularly "cool" compared to the top guys like Austin. He was never going to replace Austin and The Rock etc because he sounded like a nasely chicken shit midcard heel (like the Miz which you brought up) and he was noticeably smaller than the top guys.
Size was definitely an issue back then and he didn't have a cool gimmick to compensate for it like Eddie's mexican stuff and he didn't look cool enough like Rey Mysterio to be considered a top guy.
If he was a few inches taller and didn't sound/look so feminine then sure he would've been a true main eventer.
