All of Vince's draws jumped ship in the early 90s plus he almost got royally fucked by the steroid scandal
Bret was his best overall option at the time despite not being a top draw, a safe experienced guy who was just the right size to be considered a top wrestler but not be immediately suspected of roiding like guys such as Hogan and Warrior

Nah Bret is a promoters kid so he never had to do that to get ahead. He was already friends with Patterson anyway. The reason he was pushed was because he literally was the only one who could draw money who didn't leave WWF or was planning to leave. Vince tried many times to find someone else because Bret wasn't a big body builder guy or wanting to suck his dick bit they all failed to draw dimes like Bret. Also Bret Hart was huge internationally which was the only market that WWF was making money off due to the US Market for wrestling being dead.
